The Digital Intervention Impact Forecaster is a practical online strategic planning tool that helps public sector organisations compare and contrast the likely impacts of different digital interventions at an early stage.
It enables councils to test interventions and understand how each could translate into real-world outcomes like economic output (GVA) gains, job creation, improved wellbeing and reduced emissions. By modelling scenarios and quantifying benefits, it builds a credible value-for-money case, supports early investment decisions, and helps direct funding towards the interventions that deliver the greatest impact for communities and local priorities.

The results are tailored specifically to each local authority area, drawing on a robust range of local demographic, economic and connectivity indicators to reflect the distinct characteristics of your place. This ensures a more accurate and meaningful picture than national averages, which can overlook local challenges and opportunities, and provides insights directly relevant to your residents, businesses and strategic priorities.

The Forecaster is designed to support early-stage strategic decision-making, enabling clear comparison of options at the Strategic Outline Case (SOC) level. As projects progress towards an Outline or Full Business Case (OBC or FBC), a more detailed appraisal will be required. The results are grounded in evidence from UK Government programme evaluations alongside a wide international evidence base on the impacts of improved digital connectivity. The modelling draws on empirically observed relationships between connectivity improvements and economic and social outcomes, while taking into account the evolving digital telecommunications market.
